At age forty-seven Arkady Shevchenko was a twenty-two year veteran of the Soviet Foreign Service. From late 1970 until 1973, as an adviser to Gromyko he was able to observe the inner workings of the Politburo, the U.S.S.R.’s ruling body. He was an important prize for the Central Intelligence Agency, having been deep within the workings of the Soviet government—a place about which there was very little firsthand information. Budgetary Challenges and the European Union of the Future

However, in this fictional scenario, their accession was only agreed after discussions over the economics of the “community” were addressed. The European nations which were the most decidedly “mainstream” in terms of their European identity -- Germany, France, Italy, et al -- found themselves facing questions regarding how legitimately European one should consider nations such as Estonia, Poland, Czech Republic, Hungary and Slovenia.
